Work Programme 2022/2023

1.0            Purpose of Report

 

1.1            This report invites Members to consider the Committee’s Work Programme for 2022/2023, taking into account the outcome of discussions on previous Agenda Items and any other developments taking place across the county.

1.2            It also seeks Members views on whether they would prefer meetings to be held in person or remotely, via Microsoft Teams.

3.         Outline Work Programme

3.1       The topics for the Work Programme are identified by the Chair, Vice-Chair, Political Group Spokespersons and Members, as advised by the relevant Overview and Scrutiny Officer.

 

3.2       With this being the first meeting of the Committee since the County Council Elections in May, I have prepared a draft Work Programme (appended to the report), based on some of the Items which have tended to be considered annually and matters that I know Members had previously indicated that they would like to be considered – such as Young Carers. I hope that this will give Members a basis to work from.

 

3.3       Whilst the Work Programme is owned by the Committee, it is important to be realistic as to how much can be considered at each meeting and to be mindful that the Directorate and (depending on the subject area) partners will need reasonable notice of matters that the Committee are seeking information on.

 

 

 

 

 

4.0       Preference as to future Committee meetings

4.1       As this report relates to topics that the Committee might wish to consider, I am taking the opportunity to seek the views of Members as to the format they want to meet in, to consider that business.

 

4.2       At its Annual General Meeting on 18th May, the County Council decided that formal Committee Meetings should revert to being held in person from 18th May onwards.  It was also agreed that the power be delegated to the Chief Executive, in consultation with the Leader, to determine which Committee meetings could be held virtually and which could be held physically, subject to consultation with the relevant Committee Chair.  The reason for this, is the acknowledgment that some Committees do not make legally binding decisions and so need not necessarily meet in person.

4.3       In common with most other Committees, this Committee has met virtually, via Microsoft Teams, in recent times.  Overview and Scrutiny Committees do not make legally binding decisions and, therefore, it is possible that the Committee will be able to meet virtually again.  Members views are sought as to whether they would prefer to hold future meetings virtually, or in person.  If the preference is for virtual meetings, the Chair, when appointed, can consult with the Chief Executive about this.

5.0       Recommendation

 

5.1       The Committee is asked to:-

a)         confirm, comment, or add to the areas listed in the Work Programme Schedule; and

 

b)         consider if it has a preference to hold future meetings in person or virtually

Adoptions – Annual Report of  One Adoption, North and Humber

Will include data on matters such as the number of:-

-       adoptive families approved;

-       children placed;

-       children awaiting adoption; and

-       children placed under early permanence arrangements (Early permanence is where children in care are placed directly with a family that foster them, with a view to adoption - if Court agreement is given)

Members will be able to compare performance against previous years and see whether the positive trends previously reported to them in terms of, for example,  the number of children placed under early permanence arrangements, have continued
